    The United Nations General Assembly (UNGA) in 2002 adopted the first in a series of resolutions regarding the conservation of biodiversity in the deep sea. Prompted by seriousconcerns raised by scientists, non-governmental organizations (NGOs) and numerous States,these resolutions progressively committed States to act both individually and through regional fishery management organizations (RFMOs) to either manage bottom fisheries in areas beyond national jurisdiction to prevent significant adverse impacts on deep-sea species, ecosystems and biodiversity or else prohibit bottom fishing from taking place.Ten years have passed since the adoption of resolution 61/105 in 2006, calling on States to take a set of specific actions to manage bottom fisheries in areas beyond national jurisdiction to protect vulnerable marine ecosystems (VMEs) from the adverse impacts of bottom fishing and ensure the sustainability of deep-sea fish stocks. Despite the considerable progress by some RFMOs, there remain significant gaps in the implementation of key elements and commitments in the resolutions. The Deep Sea Conservation Coalition (DSCC) has prepared this report to assist the UNGA in its review in 2016 and to address the following question: How effectively have the resolutions been implemented

    Reversal-field memory in magnetic hysteresis

    We report results demonstrating a singularity in the hysteresis of magnetic materials, the reversal-field memory effect. This effect creates a nonanalyticity in the magnetization curves at a particular point related to the history of the sample. The microscopic origin of the effect is associated with a local spin-reversal symmetry of the underlying Hamiltonian. We show that the presence or absence of reversal-field memory distinguishes two widely studied models of spin glasses (random magnets).Comment: 3 pages, 5 figures.     In a sample of 27 speakers of Scottish Standard English two notoriously variable consonantal features are investigated: the contrast of /m/ and /w/ and non-prevocalic /r/, the latter both in terms of its presence or absence and the phonetic form it takes, if present. The pattern of realisation of non-prevocalic /r/ largely confirms previously reported findings. But there are a number of surprising results regarding the merger of /m/ and /w/ and the loss of non-prevocalic /r/: While the former is more likely to happen in younger speakers and females, the latter seems more likely in older speakers and males. This is suggestive of change in progress leading to a loss of the /m/ - /w/ contrast, while the variation found in non-prevocalic /r/ follows an almost inverse sociolinguistic pattern that does not suggest any such change and is additionally largely explicable in language-internal terms. One phenomenon requiring further investigation is the curious effect direct contact with Southern English accents seems to have on non-prevocalic /r/: innovation on the structural level (i.e. loss) and conservatism on the realisational level (i.e. increased incidence of [r] and [r]) appear to be conditioned by the same sociolinguistic factors

    In runtime verification, the central problem is to decide if a given program execution violates a given property. In online runtime verification, a monitor observes a program’s execution as it happens. If the program being observed has hard real-time constraints, then the monitor inherits them. In the presence of hard real-time constraints it becomes a challenge to maintain enough information to produce error traces, should a property violation be observed. In this paper we introduce a data structure, called tree buffer, that solves this problem in the context of automata-based monitors: If the monitor itself respects hard real-time constraints, then enriching it by tree buffers makes it possible to provide error traces, which are essential for diagnosing defects. We show that tree buffers are also useful in other application domains. For example, they can be used to implement functionality of capturing groups in regular expressions. We prove optimal asymptotic bounds for our data structure, and validate them using empirical data from two sources: regular expression searching through Wikipedia, and runtime verification of execution traces obtained from the DaCapo test suite

    Reversal-Field Memory in the Hysteresis of Spin Glasses

    We report a novel singularity in the hysteresis of spin glasses, the reversal-field memory effect, which creates a non-analyticity in the magnetization curves at a particular point related to the history of the sample. The origin of the effect is due to the existence of a macroscopic number of "symmetric clusters" of spins associated with a local spin-reversal symmetry of the Hamiltonian. We use First Order Reversal Curve (FORC) diagrams to characterize the effect and compare to experimental results on thin magnetic films. We contrast our results on spin glasses to random magnets and show that the FORC technique is an effective "magnetic fingerprinting" tool.Comment: 4 pages, 6 figure

    Adaptation of a Standard Extended-Release Naltrexone (XR-NTX) Protocol for Rural Re-Entering Offenders with OUD

    BACKGROUND: Despite a growing body of empirical support for the effectiveness of extended-release naltrexone (XR-NTX) to reduce opioid relapse among people with opioid use disorder (OUD) transitioning from a correctional facility to the community, continuity of care following release remains challenging. This paper describes a research-based adaptation of a state\u27s standard of care XR-NTX protocol using the ADAPT-ITT framework for delivery in a non-traditional, non-treatment, community criminal justice setting (P&P office), as well as the expansion of services by a local Federally Qualified Health Center (FQHC) provider who would, for the first time, be going to the jail and P&P office to provide XR-NTX and related treatment. METHOD: The present study focuses on the first seven phases (Assessment through Training) of the ADAPT-ITT framework in the adaptation of the Department of Corrections (DOC) protocol in preparation for a pilot trial for induction in a rural jail and during the transition to a rural community. Expert clinical review and focus groups with key stakeholders in criminal justice supervision and the local providers in the FQHC informed the needed adaptations to the existing XR-NTX protocol for initiation at the jail and ongoing administrations in the community. RESULTS: Findings from stakeholder focus groups, study team review, topical expert review, and a theater test suggested that there were critical adaptations needed in both content and context at the patient and clinic level. CONCLUSION: Health and justice officials should consider the need to tailor and adapt evidence-based approaches for real-world locations that high-risk, justice-involved individuals visit in order to reduce barriers and increase access to critically needed treatment for OUD

    Observations of a rotating macrospicule associated with an X-ray jet

    We attempt to understand the driving mechanism of a macrospicule and its relationship with a coronal jet. We study the dynamics of a macrospicule and an associated coronal jet captured by multi-spacecraft observations. Doppler velocities both in the macrospicule and the coronal jet are determined by EIS and SUMER spectra. Their temporal evolution is studied using X-ray and He II 304 images. A blueshift of -120+/-15 km/s is detected on one side of the macrospicule, while a redshift of 50+/-6 km/s is found at the base of the other side. The inclination angle of the macrospicule inferred from a stereoscopic analysis with STEREO suggests that the measured Doppler velocities can be attributed to a rotating motion of the macrospicule rather than a radial flow or an expansion. The macrospicule is driven by the unfolding motion of a twisted magnetic flux rope, while the associated X-ray jet is a radial outflow.Comment: 4 pages, 3 figures, accepted for publication in A&
